Methodological alternative on territorial planning formulation to indigenous reservations of Colombia.

ABSTRACT- The methodological alternative developed in this work is an answer to the need of a specific planning tool of Colombian indigenous reservations in a way which consults their vision of territory, ordainment and government. Its development is based on the experience with the Territorial Ordainment Scheme of Cristiania Indigenous Reservation in Jardin - Antioquia, which allowed extrapolating and comparing the special conditions of territoriality of its people, orienting the information harvesting as well as its analysis and synthesis for the proposal formulation. The methodological approach is investigation-action-participation, the ethnography, the dialogue of knowledge and the promotional methodology of Paulo Freire in search of a good relation with the indigenous daily life, their cosmo vision and projects of live. The first part of this work analyses and describes the definition and the perspective of a territorial ordainment from the indigenous cosmo vision and another more general aspects as director principles of ordainment, as well as general principles or methodological alternative and the aspects to be consider for the accomplishment of the indigenous territorial ordainment in Colombia. The second part describes the methodological alternative that contemplates six stages, which begin with the analysis of internal and external agents that generate the necessity of territorial ordainment and is called pre-stage. Following a preliminary stage, which goals are the conformation of the work teams, the initial recognition of the territory and the definition of actors, temporality and area. The next stages are diagnosis, formulation, implementation, evaluation and control, defining in each one the goals, themes of analysis, actors and work methodology. This methodological alternative has a direct implication in the territorial ordering that advances the country, since with this account of a multiethnic and multicultural Colombia, able to develop techniques from a scientific knowledge - popular like the one of the indigenous communities that inhabit its territory. The methodological alternative along with the specific considerations of each reservation may be employed for ordainment, development, pervivencia and conservation of the indigenous peoples territories.
