Disguised protectionism and defense against invasive species.

ABSTRACT- Current international trade rules place substantially tighter restraints on policies aimed explicitly at keeping out imports, such as tariffs and quotas, than at those aimed at keeping out invasive species; and among the latter class, a policy is less vulnerable to challenge if it can be shown that it is the least trade-restrictive way to keep the species out. In this paper we explore the implications of this policy pattern in light of the most widely accepted economic theory of policy formation. It is shown that the political forces that lead to trade protectionism will, when openly protectionist avenues are made unavailable, lead to increased levels of stringency in keeping out invasive species. It is possible for this stringency to be so great that the level of protectionism exceeds that achieved if a tariff is allowed, and it is generally the case that the policy result is less effeicient than that achieved if a tariff is allowed.

SPANISH ABSTRACT- Actualmente, las disciplinas multinacionales sobre el comercio internacional restringen mas las políticas francamente proteccionistas, tales como tarifas, que ellas dirigidas contra especies invasivas, y entre estas últimas son menos restringidas ellas que se pueden demostrar reduzcan intercambio al punto mínimo consistente con la seguridad contra la especie. Este trabajo investiga las consecuencias de tal perfil disciplinaria en el contexto del modelo mas aceptado por economistas de la formación de políticas. Se puede demostrar que las intereses que presionaran para tarifas presionen con éxito para cuidado extremo contra especies invasivas, dado que la tarifa sea prohibida. Incluso es posible que el nivel de protección comercial que logren tales intereses supere lo logrado con tarifas permitidas.
