Project of clean production and pollution reduction caused by industrial efluents. Demonstrative cases in Uruguay.

ABSTRACT- The project is a joint collaboration between the Technological Pole, Faculty of Chemistry of University of the Republic of Uruguay and FREPLATA (binational Project Argentina-Uruguay, PNUD GEF). The objective is the implementation of a clean production system in an industrial sector, as demonstrative case, with views to its execution in a future in other industries that will be defined later and that will comprise of a portfolio of projects for the minimization of the contamination from the sectors defined as of high priority. The study begins with an analysis of the main polluting industrial sectors of the South zone of the country, concluding in the establishment of priorities of implantation of the project. The election of the industry is based on the study of the type of efluentes, type of treatment and spilled volume as well as the income by export, to delimit the companies with greater economic impact in the country. In the coastal zone of the river concentrates the port and the more important industries, those that unload domestic and industrial efluentes in the river, in the Marine front and small affluents. Some of them undergo chronical contamination that is also a problem in the zones near ports. The department of Montevideo- the capital of the country- is the area where the greater industrial park is located. Preliminary results: During first stage the multidisciplinary equipment was selected and was elaborated the report Diagnosis of opportunities of implantation of the project in Uruguay, in which were identified the more critical industrial sectors. The following step included the contact to the companies of the critical polluting sectors and the participation commitment. In September is begun to execute phase three with industries located in the Industrial Technological Park of the Hill (Montevideo). At the moment an analysis of the stages of the productive processes of the companies is being made (flow charts, mass and energy balance, identification of the origin of the remainders and cost evaluation). In the following phases opportunities of Cleaner Production will be generated and implanted. The last phase is the diffusion of the experience, considered one of the most important to obtain more companies that adhere to this type of friendly practices of cleaner production.

SPANISH ABSTRACT- El proyecto es una colaboración conjunta entre el Polo Tecnológico de Facultad de Química de la Universidad de la República de Uruguay y FREPLATA (Proyecto binacional Argentina-Uruguay, PNUD/ GEF). Se intenta mediante el mismo establecer una colaboración entre instituciones, en lo que respecta a la elaboración de estrategias y planes para la reducción de la contaminación . El objetivo es la implementación de un sistema de producción limpia en un sector industrial, con vistas a su ejecución en un futuro en otras industrias. El estudio comienza con un análisis de los principales sectores industriales contaminantes de la zona sur del país, concluyéndose en el establecimiento de prioridades de implantación en cuanto a ramos industriales y zonas geográficas críticas en función del impacto. La elección de la industria se basa en el estudio del tipo de efluentes, tipo de tratamiento y caudal vertido así como los ingresos por exportación, para delimitar las empresas con mayor impacto económico en el país. Resultados preliminares: El proyecto comenzó a ejecutarse en mayo del presente año y durante la primer fase se seleccionó el equipo multidisciplinario y se elaboró un informe denominado Diagnóstico de oportunidades de implantación del proyecto piloto en Uruguay en el que se identificaron los sectores industriales más críticos en cuanto a contaminación hídrica. El paso siguiente fue contactar a las empresas de los sectores contaminantes críticos y lograr el compromiso de participación. Se comienza este mes de setiembre a ejecutar la fase dos del proyecto piloto en tres industrias localizadas en el Parque Tecnológico Industrial del Cerro en Montevideo. Actualmente se está realizando un análisis de las etapas de los procesos productivos de las empresas (diagramas de flujo, balances de masa y energía, identificación del origen de los desechos y evaluación de los costos provenientes de los residuos). En las siguientes fases se generarán oportunidades de Producción Más Limpia, se implantarán y se hará un seguimiento de las mismas. La última fase de difusión de la experiencia se considera una de las más importantes con el fin de lograr que más empresas se adhieran a este tipo de prácticas de producción amigables con el medio ambiente.
