Safe Harbor agreements in coastal Texas for multiple species. Anderson, Timothy *,,

ABSTRACT- The Endangered Species Act (ESA) has proven to be one of the chief obstacles to recovering endangered species on private property. The Act has the unfortunate effect of stigmatizing listed species, antagonizing the citizenry, and causing landowners to view rare species as a liability. Safe Harbor Agreements are being used, in efforts to recover multiple species in coastal Texas, to overcome some of the problems presented by the ESA.
