ABSTRACT- The Environmental Technology Verification (ETV) Program of the U.S. Environmental Protection Agency has developed protocols for conducting performance verification tests of commercially ready ballast water treatment technology. The ETV stakeholder process identified issues/factors the verification protocol must address. These were developed into the guidance provided in the protocol. The protocol addresses treatment of both fresh and marine water, uses the viability of multiple species of indicator and ambient organisms to verify treatment efficacy, incorporates a set of difficult to treat water quality challenge conditions, and has developed measures for determining organism viability. Treatment effectiveness is determined through a series of viability measures evaluated under a statistical approach that incorporates the response to treatment for surrogate species that are representative of three major classes of organisms. The protocol also provides guidance for both in-line and in-tank treatment processes. Many of the approaches being developed for ballast water treatment incorporate biocides in the treatment processes as the primary treatment step for but more often as a secondary or tertiary step. A recent review identified several biocides that could be incorporated into treatment systems. This paper describes the application of the ETV ballast water verification protocol to the evaluation of treatment technologies that incorporate biocides into the treatment process.
