() Revised IDLH Values Call for Changes to CEPA Section 200 Thresholds.

ABSTRACT- The Canadian Environmental Protection Act (CEPA) Section 200 states that any facility having more than a threshold quantity of a substance on the toxic substance list must have an environmental emergency plan. The thresholds concerning inhalation toxicity were derived using the immediately dangerous to life or health (IDLH) concentration obtained from the National Institute for Occupational Safety and Health (NIOSH) and an index of potential to become airborne and disperse. The Section 200 thresholds were based on IDLH concentrations originally determined in 1990 and 1994. These revised IDLH concentrations should be used to determine the Section 200 thresholds in order to reflect the hazard posed by these substances. When the revised IDLH concentrations are used, the thresholds of some substances on the Section 200 list should be reduced.
