HP1 Portland Harbor (USA) Superfund Site Investigation () Ecological Risk Assessment and Natural Resource Damage Assessment Update for the Portland Harbor Superfund Site. Saban, L1, Johns, D1, Andersen, H1, Pierce, S1, Pelletier, D1, 1 Windward Environmental, LLC, Seattle, WA, USA ABSTRACT- Portland Harbor Superfund Site is an industrialized stretch of the Lower Willamette River (LWR) from Swan Island to the southern tip of Sauvie Island. On December 1, 2000, EPA placed the site on the National Priorities List. EPA and the Oregon Department of Environmental Quality (DEQ) have entered into a memorandum of understanding (MOU) with EPA taking the lead for the river work and DEQ taking the lead for upland cleanup and source control. Six Tribal governments, two federal agencies, and one other state agency are also parties to the MOU. The Lower Willamette Group (LWG) is a small group of businesses and public agencies that have voluntarily stepped forward to conduct the RI/FS under an Administrative Order of Consent (AOC) with EPA. As part of the RI/FS an ecological risk assessment (ERA) is being conducted on the 6 miles of the LWR designated as the initial study area (ISA). A parallel and integrated natural resource damage assessment (NRDA) cooperative process has been negotiated with the Trustees, In June, 2003, the various responsible parties entered into a cooperative assessment for an expedited restoration-based NRDA process with the Trustees.
