(424) Evaluation of EU-HPVC risk assessments: lessons to be learned.

ABSTRACT- The EU work on risk assessments for High Production Volume Chemicals (HPVCs) according to EU Regulation 793/93 has delivered so far a considerable number of high quality, integrated risk assessment reports (RARs). These risk assessments were carried out following transparent and uniform guidelines (Technical Guidance Documents). The time is ripe now to use this consistent group of finalised RARs for a general evaluation. The evaluation will mainly focus on the final conclusions of the RARs. The following aspects will be investigated: 1) endpoints at risk (environment, consumers or workers), 2) Industry and Use Categories related to a risk (e.g. paint formulation), 3) type of additional, beyond base set, (eco)toxicity and fate tests carried out during the risk assessment process (e.g. sediment ecotoxicity test), 4) scale of risks (point source or diffuse emissions) and 5) matching of reason(s) for putting a chemical on the EU Priority Lists and final outcomes of the risk assessment. On the basis of this analysis it will be attempted to reveal general patterns in relation to the risks of existing chemicals nowadays. Important lessons may be learned from this for all parties in the risk assessment process.
