ABSTRACT- The data requirements for the inclusion of an active substance in the Annex I of the directive 91/414/CEE and the authorisation of plant protection products containing these active substances are described in the Annex II and III of that directive. The Uniform Principles, for the evaluation and decision, are described in the Annex VI of this Directive. The data requirements and the uniform principles do not include any data and risk assessment criteria for terrestrial plants. The plant protection product application shows an effect on non-target terrestrial plants, which need to be assessed. Therefore it is necessary to address the risk for non-target terrestrial plants, developing guidelines concerning the methodology to be used and the criteria for risk assessment. However, for this propose it is necessary to take in mind that among the plant protection products and regarding the protection of non-target terrestrial plants the herbicides are an special case, and the succeeding crops are a group of plant species, with agronomic and economic relevance, that is necessary to protect. Here, we present a proposal risk assessment procedure of herbicides for terrestrial plants and methodology to be used in order to generate phitotoxicity data to be used in this risk assessment. Some examples of the effect of low dose herbicides on crops are presented.
