ABSTRACT- The MED-RICE working group proposes for paddy rice cropping, a risk evaluation regarding fate and behavior of plant protection prducts in the environment and their ecotoxicological impact. In these domains, the Annexes II and III of Directive 91 414 are more suitable for drained systems. As a consequence, some cropping conditions as flooded systems, are not completely covered by these requirements. Thus, a new methodology has been used to fulfill the data gap for rice which is an important crop among the five EU producing countries. The first part of the presentation is a comparison of cropping conditions at EU level in order to identify common sets of dominant conditions to be used as scenarios. The relevance of the requirements of the Directive 91 414 is then considered regarding these scenarios. For ground waters the occurrence of a layer of free water on the soil is a new condition regarding Annexes II and III. For surface waters, outflow of waters bearing residues of plant protection products from the field to the canal has been considered in addition to the spray drift. As the FOCUS ground and surface water proposals are not directly applicable to the paddy system, Tier one and eventually Tier two calculations for both ground waters and surface waters PEC calculations are developed and proposed. Regarding ecotoxicology, emphasis was laid on the drainage canal as a non target area. There, the relevance of non target species is evaluated and when necessary new requirements are presented. A guidance document presents these proposals. This is an example how a specific situation as rice crop has been guiding in the development of the risk assessment procedure. It is also an attempt to present some principles on which procedures regarding the first steps of mutual recognition could be used.
