(339) Poster Discussion - EU legislation on pesticides, biocides and industrial chemicals: the role of hazard based risk reduction measures.

ABSTRACT- Current developments concerning chemicals assessment in single EU Member States such as Sweden point towards an increased role of hazard based risk reduction measures. This discussion has not been extended to the pesticides approval system yet. However, there are already certain elements of risk management based on intrinsic properties in the directives governing the placing on the market of both plant protection products and biocides - more than in the current legislation on industrial chemicals. These elements are analysed regarding i) the underlying understanding of the precautionary principle, ii) the protection goals to be met and iii) their effectiveness in the context of risk characterisation, risk communication and risk management. The three regulatory models for pesticides, biocides and industrial chemicals are compared to each other, in order to identify their specific advantages and drawbacks (strength and weaknesses) with a view to a new chemicals policy from an environmentalists perspective.
