(M/FF249) Development and Evolution of Clean-up Standard for Ocean Disposal of Vessels.

ABSTRACT- Environment Canada issues permits for the disposal of vessels in Canadian waters under the authority of the Canadian Environmental Protection Act. In order to meet the requirements for protection of marine environment and our international obligations for pollution prevention, a standard by which to measure cleanliness was essential. Prior to 1998, there was no guidance available and it became necessary to develop a standard for clean-up that would be environmentally sound, quantifiable, achievable, reasonable and fiscally sound. The evolution of the document considered numerous factors, including acceptable scope of the standard, the definition of issues related to hazardous materials, hydrocarbons, insulation, paint and unknowns and, the requirement for certified inspections prior to issuance of a permit for disposal. Environment Canada is committed to using the standard and also to updating it as new information becomes available.
