ABSTRACT- The EU Biocidal Products Directive has been established with a view to managing the risks of non-agricultural pesticides and has laid down the principles for the evaluation of dossiers. The time is approaching fast when risk assessments of biocides will have to be done. The EU Technical Guidance Document for risk assessment of substances (TGD) will be used as a basis for risk assessment of biocides active substances. During the recent revision of the TGD, some specific environmental emission scenario documents (ESDs) for biocides product types have been added. In such ESDs the processes are analysed where emissions may take place and the emissions are quantified. The ESDs are used to facilitate the estimation of the initial releases of substances from biocidal products (or treated materials) to the environment, one of the most complicated and most influential steps in the risk assessment process. In 2000 a project started that was aimed at making environmental emission scenarios for biocides product types available. This project, called EUBEES, was supported by the European Commission and supervised by a working group consisting of representatives from member states, industry and the Commission. In the framework of the EUBEES project, an overview of already existing emission scenarios has been made and the resulting report lists available scenarios by product type. Subsequently, several new emission scenarios have been developed in this project, and have been agreed by all Member States. Recently, the EUBEES II project has started. This involves harmonisation of existing environmental emission scenarios (e.g. for slimicides and anti-foulings), checking scenarios for existing substances on their applicability for biocides, and further development of new scenarios. In the context of this follow-up work priorities for the EU are, based on the first review regulation, to have emission scenarios available for wood preservatives and rodenticides. The harmonisation and further development of ESDs for wood preservatives has been done in the OECD. An ESD for rodenticides is under development by the Nordic countries. The work on development of ESDs for biocides, to complete the package of risk assessment methods for biocides (TGD), is well on its way on an international level and will continue in the coming years.
