ABSTRACT- Related to EU Directive 91 414, FOCUS documents as well as MED-RICE contribution are examples of guidance prepared for registration of active substances used for plant protection at EU level. At national level diversity of usages and environmental conditions may require a change of methods to ensure that environment is protected. This paper deals with this problem on an example, the evaluation of a PEC ground water. The concentration of residues of PPP reaching ground water is calculated by use of mathematical models. The conceptual basis of the models used by FOCUS and the associated constraints for the imputs data are presented. The relevance of the FOCUS method and of the FOCUS choice of scenarios is then discussed. A guidance is proposed in which a three steps probabilistic approach of PECgw is developped. The first step deals with the question of a general (national) acceptability of use of plant protection products. When a general use is not acceptable regarding the level of protection required, a refined approach is needed as recommendations for authorities. In consequence, in a second step unfavourable factors are identified and associated situations are discarded. If both steps are then failing, a third step goes closer to real situations. This third step become for example necessary when strictly regional uses or when minor crops are considered. At each step availability of data and quality are discussed with regard to a possible consequences for a PEC reliability.
