(82-18) Problems and Opportunities of Type III Labels.

ABSTRACT- Type III lables, or product declarations have become a more and more important tool for communication and documentation. The target audiences for such labels are professional buyers, policy makers, consumer organizations and the scientific community. Based on a science based approach, product declarations can significantly contribute to enhanced communication and information exchange. However, cirtila elemets are missing: international harmonization, a commun understanding of approaches and uses are the foremost limiting factors. The inability of the international Stndards Organization ISO to go beyond the technical report ISO TR 14025 must be understood as a lack in international acceptance, scientificall, as well as from a policy and market access prespective. The paper dicusses solutions and approches to overcome the current deadlock and the activities of present policy initiatives, including the Europen Integrated Product Policy approach. In addition possible activities towards a harmonization of different approaches are presented and discussed.
