ABSTRACT- In the public health area a variety of products for routine disinfection of surfaces, instruments, laundry and dishes are available on the market place, but it is unclear to what extent they represent a hazard to human health and environment. Appropriate measures enabling a comparative hazard assessment have not been available until now. Within the scope of the project OekoKauf Wien initiated by the municipality of Vienna the Inter-University Research Centre for Technology, Work and Culture (IFZ) together with the Environmental Commissioner of Vienna (WUA) developed an evaluation scheme, which is intended to be used by the clinical hospital staff. The scheme wants to be an integrated approach considering all possible adverse effects both to human health and the environment. By means of algorithms considering the severity of effects, six valuation numbers are generated. The numbers represent the substance hazard profile and describe adverse effects like acute toxicity, irritation, sensitisation, CMR properties together with environmental effects like biotic degradation, accumulation and toxicity against organisms in sewage treatment plants. The valuation numbers are fine tuned by an exposition model based on the substance vapour pressure. If the scheme is applied to all ingredients of a commercial product, the hazard profile of the product is generated. Comparative hazard ranking of products within identical utilisation context (e.g. surface disinfectants) is thereby enabled. Furthermore the integration of all toxicological data, product information together with the evaluation scheme in a single data base provides a user-friendly tool, a maximum of assessment transparency and allows to perform comparative queries.
