(TU6/10) Identification of substances of very high concern among Biocides.

ABSTRACT- The Biocidal Products Directive (98/8/EC) and the Review Regulations (1st 1896/2000, 2nd to be published in 2003) have set a legal frame for active substances used as non-agricultural pesticides, preservatives or disinfectants with the aim to provide a high level of protection for humans, animals and the environment. Biocidal Active Substances had either to be identified or notified by 28 March 2002. 372 Substances were notified and will consequently be evaluated by Member States with the aim of a decision about a possible entry in a positive list (Annex I of the Directive). Substances that were only identified (527) will have a phase out period proposed to end 31 July 2006 whereas for substances that were neither identified or notified authorisations shall be cancelled in 2004. Substances that are persistent/bioaccumulating/toxic (PBT) or carcinogenic/mutagenic/toxic to reproduction (CMR) or Endocrine Disruptors (EDs) are regarded as substances of very high concern. The objective of the presentation is to identify such substances among Biocides. It is discussed which substances will be droped out under the Biocidal legislation, which are restricted under other legislations and which will undergo an evaluation process by Member States. The use of such biocidal active substances of high concern in different product types is figured out.
